PMO Project Coordinator

The Government of Mongolia has received financing from the Asian Development Bank (ADB), Green Climate Fund (GCF) and High-Level Technology Fund (HLTF) toward the cost of the Ulaanbaatar Green Affordable Housing and Resilient Urban Renewal Project (AHURP). The objective of the project is to transform the highly climate-vulnerable and heavily polluting peri-urban areas of Ulaanbaatar (ger areas) into low-carbon, climate resilient and affordable eco-districts. The Municipality of Ulaanbaatar (MUB) will act as Executing Agency, with responsibility for implementation supported by one Project Management Office (PMO) and one Project Implementation Unit (PIU). The Housing Policy Agency will serve as PMO and manage overall physical implementation of the project. Under the project, the MUB is seeking to recruit a qualified Project Coordinator, who will be engaged on a full-time basis for 36 person/month and be responsible for the day-to-day management of the PMO to ensure timely achievement of project outputs and smooth implementation of project activities.    

Objective of the Assignment

Objectives of the assignment are to be responsible for successful implementation of the project through effective management, coordination and monitoring of all project activities under the supervision of the Project Director. The Project Coordinator will work closely with the MUB, MOF, ADB, GCF, PIU (AMC DBM) and other stakeholders involved in the project implementation.

Tasks and Responsibilities

The Project Coordinator will perform his/her tasks in close cooperation with consultants and consultancy firms and supervise the tasks and outcomes of these consultants. The Project Coordinator will report to the Project Director and Project Steering Committee (PSC) on overall project implementation and perform following duties, but not limited to these only:

  • responsible for day-to-day management, coordination, liaison and supervision of all project activities, and report to the MUB, ADB, PSC and other stakeholders;
  • ensure the implementation and compliance with the covenants of the project agreements;
  • prepare the project management plan throughout the project life cycle, describing the legal framework, the management structure (PMO, PIU and other involved parties), elaborating social aspects and benefits of the project;
  • take the overall lead in planning, implementing and monitoring the project action plans and procurement plans, prepare various progress reports and present the results to the Project Director, MUB, ADB, PSC and other stakeholder; scheduling key meetings and events and overseeing the overall communication of the project;
  • supervise and coordinate with PMO/PIU staff, consultants, contractors, and stakeholders to facilitate project implementation and progress in accordance with proposed plans, schedules, budgets and projections;
  • perform roles and responsibilities stated in Resolution No.4 of the Minister of Finance;
  • ensure that project activities, particularly procurement, fund flow arrangements and disbursements are in accordance with policies and procedures of ADB and the Government of Mongolia (GOM);
  • provide support to the ADB Missions, lead and participate in meetings, coordinate and ensure the participation of the relevant stakeholders; and in preparing the project status reports;
  • organize the process of recruiting consultants and contractors, review/monitor the quality of deliverables, and ensure overall coordination among consultants (firms and individuals);
  • monitor the procurement and consulting recruitment process with the goal of achieving the periodic targets of contract award and disbursements; identify issues in shortfalls in contract award and disbursements, and undertake remedial actions;
  • responsible for overall contract management of the project and administer contracts including processing of progress certificates, review of request for amendment to contracts, preparation of change orders and nonconformance notices etc.,;
  • review project detailed design options and tender documents being prepared by consultants; make sure that final designs are consistent with stakeholder expectancies and the standards adopted are consistent with national and international norms;
  • make sure the options, developments and implementation of the project conform with the applicable MUB Master plan and relevant sector policies and plans;
  • responsible for maintaining the project accounts and ensure that sufficient counterpart funds are included in the relevant draft state budget submitted to the Ministry of Finance (MOF);
  • ensure the implementation and practice of appropriate financial accounting and reporting and record keeping systems; and supervise timely submission of various withdrawal applications that are endorsed by the MOF to the ADB;
  • ensure the auditors recommendations are implemented and approve proposed action in the event of adverse financial audits or monitoring and evaluations reports;
  • responsible for due diligence, quality assurance, quality planning and quality reviews;
  • prepare the project periodic reports in compliance with the Government, ADB, GCF and other stakeholders requirements;
  • coordinate/facilitate and manage overall public and community relations in coordination with MUB and relevant agencies and consultants in line with the applicable requirements;
  • ensure that safeguards documents and consultation and communication plan are prepared/updated as required if there are any unanticipated impacts during the course of land acquisition and/or prior to civil works and facilitate disclosure of relevant documents;
  • assess the institutional and project risks during project implementation and determine main risk factors and take necessary presumptive risk mitigation measures;
  • assist in setting-up grievance redress mechanism and ensure the timely resolution of any grievances and issues concerning the project safeguards during land acquisition and compensation are managed effectively and documented transparently through the grievance redress mechanism;
  • prepare a project completion report following ADB guidelines 6 months after the physical project completion; and
  • complete any other tasks that are related to the smooth implementation of the project.

Required Qualifications and Experience

  • Minimum of master’s degree in public administration, project management and other relevant disciplines;
  • At least 8 years of work experience in urban development, housing policy sector and relevant fields;
  • Minimum of 5 years of experience working in project management or relevant work experience in projects financed by ADB and other international financial institutions (IFIs);
  • Knowledge and experience of the public procurement procedure of the Government and procurement policies and procedures of ADB and other IFIs;
  • A solid understanding of project implementation policies and procedures adhered by the Government and ADB;
  • Demonstrated capacity to work collegially and creatively within a team as a leader and with partners; and excellent communication, interpersonal and teamwork skills;
  • Strong oral and written Mongolian and English proficiency;
